Change control assistant

For higher-risk building projects in England after Gateway 2: classify a proposed change as major, notifiable or recordable under regulation 26, see what has to happen before the work starts, and draft the change control log entry regulation 19 requires.

Construction products or building elements

The BSR's guidance words this differently from the regulations. It describes a replacement of the same or higher specification or class as recordable, but says one with a different reaction-to-fire specification, even a higher one, may be notifiable. This tool follows regulation 26. If unsure, ask your building control case officer.

Entries are stored only in this browser's local storage, nowhere else. They include advisers' names, and anyone using this browser profile can see them. They aren't backed up and are lost if you clear browser data, so export regularly, and use "Delete all entries" on a shared computer. The principal contractor keeps the official log (regulation 19(1)).

How the classification works

Regulation 26 of SI 2023/909 defines major and notifiable changes. Any other controlled change is recordable. A controlled change is a change to the current plans of the work, to a stage of the work, or to a strategy, policy or procedure in an agreed document (regulation 18(1)); a change that touches none of these isn't a controlled change at all. The BSR's guidance describes the notifiable "layout" category as the layout or dimensions within an individual residential unit that don't affect the dimensions of the common parts. If a change falls into any major category it is a major change, even if it also falls into notifiable ones. The BSR can also specify that a type of change on a particular project is major or notifiable (regulation 25), so check any notices you've had. The suggestions are a word match against the categories, not a judgement. Classifying the change is the dutyholders' decision under your change control plan. Changes of client, principal contractor or principal designer have their own notification rules (regulations 27 to 29). Background: major and notifiable changes, the change control plan and Gateway 3, where the BSR reviews the log.
